Plan Review

Many types of building projects require that a plan review is completed prior to issuing the permit. [This review is independent of zoning and public works reviews that are part of the project approval process.]
Generally, any commercial building permit and new home/duplex requires a plan review.

Commercial Plan Review Information & Forms

Commercial plans must be reviewed prior to the issuance of a permit. Plans must be complete and need to include any required MEP drawings. All plans must be stamped by a Colorado Architect or Engineer.

Online Application and Site plans MUST include legal description and county parcel number, which are available from the Assessor's office.

Completion time for initial plan review is approximately 2 weeks. Please review the requirements prior to submitting plans. Incomplete submissions will not be accepted.

Electronic Plan Review Submission

Preliminary Plan Review Meeting (Optional)	A commercial preliminary plan review meeting (in person, via phone or email) gives designers the opportunity to ask questions specific to their commercial projects and get clarification on code related items prior to the formal submittal of plans. This type of meeting is beneficial for large and/or complex projects and can result in a more efficient review process. Please contact our plan review office to arrange a meeting.
Requirements & Guidelines	In order to receive a permit for your construction project, you must submit an online building application by submitting construction documents and any other required data. Construction documents should be of such clarity to indicate location, nature and extent of work to be done and show in detail that it will conform to the provisions of the adopted building codes and all relevant laws and ordinances. General requirements for commercial plans include: Stamped and signed plans (each page). A code study. Job site name and description, job site's address, legal description and parcel number. As well as any mechanical, plumbing and electrical plans applicable to the job. Drawings must be site specific and must have any addressing done prior to plans being submitted. Digital Plan Submittal	Digital plan review enables plan submittal, payment and the ability for staff to review/approve plans all electronically, reducing your trips to the office. This results in plans being reviewed as efficiently and effectively as possible.
Apply	1 - Log In or register to begin plan review application. Registration is required for the plan review system, contractors can submit plans via their login. 2 - To submit a new project you will need to fill out the application in its entirety. 3 - All required plan documents must be uploaded before proceeding to the next step. 4 - Beginning 08/01/2026 your plans will enter a pre-review state for our reviewers to assess appropriate fees for the project. 5 - Once pre assessment is complete the plan will be available for payment to enter into review. That will complete your commercial plan review submittal.
Tracking the Progress	The email address used when submitting plans will be periodically sent updates as the review process proceeds. In addition, you may track the progress of your review online via your online account or through the public search side.
Revisions	During review Revisions can be uploaded via the check status screen after all departments have had chance to review. To reduce confusion or delays revisions should include a cover letter of changes addressing rejections from all departments. Only affected disciplines are needed, a full set of plans is not required each time. Incomplete uploads may be rejected. Please cloud changes on affected sheets and include notation on that page. After a Permit is issued You may submit revisions on a Permit that is in active construction(ie does not have a final inspection). There is a flat fee of $120 per submission so be sure to include as many revisions(M, E, P, Building) if not all when submitting. You will need the Original Plan review number to attach the revisions to, please use the appropriate option when submitting. If the Building Permit has a final it is no longer a revision and will need to be submitted as a whole new Plan Review with separate permits and project approval list.
Other Approval Agencies	Please be aware that all commercial projects will require approval of other agencies and a completed project approval list prior to issuing a permit. Examples of agencies include Zoning, Utilities, Public Works, Fire Department that may have separate registration or fees. You may call, email, create with submittal or come into our office to request a project sheet. This step needs to be completed before a permit will be issued so feel free to start this process early.
Completed Plans	Once Plans have been approved a job site set may be downloaded by the original submitter. It is the responsibility of the Architect/Engineer(ie original submitter) to send a copy to the appropriate persons for printing. If both project sheet and plans are complete and ready to issue the contractor may pull the permit either by visiting the office or submitting an application via email.

Please note that we no longer accept paper plans. All commercial plans are required to be submitted online.
As a reminder only the Original submitter can download plans for distribution, exceptions may be made on a case by case basis. We do not provide a set of printed plans.

Residential Plan Review Information & Forms

Residential plans for a new home must be reviewed prior to the issuance of a permit. Plans must be complete and include the requirements in the checklist below. Foundation plans and soils reports must be site specific and stamped by a Colorado Architect or Engineer. Site plans MUST include legal description and county parcel #
Average Plan Review time is approximately one week, based on a first come first serve system.

Townhouses: A Townhouse is defined by the IRC as a single-family dwelling unit constructed in a group of three or more attached units in which each unit extends from foundation to roof and with a yard or public way on not less than two sides.
